Town of West Sweden- Monthly Meeting

December 20, 2016


Meeting was called to order by Simon Nelson at 6: 10 pm. Members present Scott Wilder and Glenn Meier, supervisors; Kevin Taylor, patrolman, Phyllis Wilder, clerk, Brenda Tesch, treasurer, William Johnson IV, Ron Peterson, Monarch Paving, Jason Pearson, Fahrner, Mr. Brennan, Scott Construction.


Bids were opened for the 2017 Road work:  Fahrner bid on chip sealing:  140th /345th; $30,556.77, and 140th to Clam Falls Drive $15,629.34. Scott’s Construction bid on chip sealing: 140th/345th; $28,189.00   and 140th to Clam Falls Drive: $14,370.00.  Monarch Paving bid on 2.5 “ compacted blacktop on  170th St, $78,773.68  and Taylor Paving bid on compacted blacktop 2.0”  170th St, $64,000.00. The motion to accept the bid from Monarch Bid was made by Glenn Meier for $78,773. 68 including shouldering and 2.5” compacted based on our species. Scott Wilder 2nd, all in favor. Carried.  Request that work be done in our time frame of loan which is July 22, 2017. Simon Nelson motioned to table the bids for chip sealing, seconded by Glenn M, carried.


The minutes to the November meeting were presented by the clerk.  The board thanked the clerk for the report.

 The financial statement for November statements was presented by the treasurer.


Public input:  Wm Johnson said Clam Falls Drive looks good, 2017 will be the 30th year of the Lions Bike Race. Safe Start to Schools, village has a few dollars to put up signage, waiting on school to schedule next meeting.


Employee report:  Kevin reported they worked on destroying feed beds for the beavers on 180th. Spoke with Bibeau’s about beaver removal; they agreed to allow the town to remove beavers.  The front tire on grader blew out, quotes on new tire $1242, plus install or recap $1085 plus install from Pomp’s. Glenn Meier made the motion to purchase 2 new front tires. Scott Wilder 2nd carried.  Kevin will be getting a few more loads of salt to mix with sand for ice conditions.


Fire Dept Report: Scott reported on December meeting, department had 73 calls outs, for fires, accidents, lift assists, etc. All equipment is working well and paid for.


Ambulance Report: Glenn reported Vern Knauber is Crew Chief for Frederic; they have 600 calls a year between Frederic/Luck.  Ambulance wrote off $300,000 in bills last year. Looking at replacing the 12 year old ambulance for Luck which would run between 160,000 to 180,000; Frederic’s ambulance is about 5 years. From the gift of money they purchased automatic compression machine. Be sure to thank our ambulance crews for their dedicated service.


Unfinished Business:

A. Adopt resolution to discontinue 135th Street: Motion to adopt resolution # 2016-6 to discontinue 135th St was by Glenn Meier, seconded Scott Wilder. Roll call vote: Simon Nelson, Aye; Glenn Meier, Aye; Scott Wilder, Aye. Motion carried.

New Business:

A. Zoning:  Family campground on Land Lake was denied, they have until 12-31-16 to remove campers.


B. Request for records:  Discussion Mr. Wasserman’s request for all election records.


Correspondence: None


Review bills/vouchers: Supervisors reviewed bills and approved payment of checks # 16717-16733 and the ACH payments totaling $33,450.55.


 Closed session: Simon Nelson move into close session 7:30 pm. Action as result of closed session, Scott Wilder made the motion to give a 3 percent raise to Kevin Taylor, 2nd by Glenn Meier, carried.


Next meeting date:  January 17, 2017 Caucus at 6:30 pm with meeting to follow.
