Town of West Sweden- Monthly Meeting
September 18, 2012
Meeting was
called to order at 7:00pm. Present at
the meeting were Simon Nelson, Chairman; Scott Wilder, supervisor; Kevin
Taylor, patrolman, Phyllis Wilder, treasurer; and Andrea Lundquist, Clerk. Residents
and onlookers were present.
***The board
moved the ATV on roads item on the agenda to the front of the meeting. The decision of the board after hearing the
public opinion immediately preceding the meeting, was
that both Scott Wilder and Simon Nelson moved to continue with preparations for
an ATV routes ordinance. We will
continue the preparations at the October board meeting.
No additions or corrections were made from the printed agenda.
The minutes of the last meeting were
presented by the clerk. The town board
thanked the clerk for the report.
The treasurer
presented the monthly report. The town board thanked the treasurer for the
report.
Public Input: A. Chris Anderson contacted the town clerk
via email regarding an issue with the culvert at the end of his driveway during
the rainy season. Simon and Kevin will
set up a meeting with Chris next week (the 24th-28th) and resolve
the issue.
B. Ken Ruhn
expressed his disappointment in the decision of the board with moving forward
in creating an ordinance. He suggested
that the board have the ordinance carefully reviewed by a lawyer before
submitting it for approval.
Old Business: A. ***See Above re: ATV use on
Roads
B. Resolution
regarding loan financing: Loan financing
from Bremer Bank was proposed with refinancing the existing loan of $63,630
plus $125,000 of new money for distribution for road improvements within the
town, at a rate of 2.45% over an amortization of 5 year with semi-annual
payments in February and August.
Resolution for the aforementioned loan was moved for approval by Simon,
Scott 2nd. All in favor, resolution
approved.
C. Tree
trimming/cutting: Simon attempted to
contact Luedkte, but hasn’t heard back yet. Hopefully will hear from the within the
week.
Employee Report:
A. Kevin was
contacted regarding multiple paint cans in a ditch on 175th Street
in West Sweden. Kevin and Ronnie cleaned
up the cans. The DNR has since taken the
cans and will be conducting an investigation on who dumped them. DNR will cover all clean up expenses.
B. Kevin stated that the gauges on
the dash of the dump truck are not working properly. He will take it to Cameron to get it fixed.
C.
While changing the tractor transmission and hydraulic filters, Kevin
found loose parts inside. Five years
ago, prior to our purchase, the transmission was redone, speculation that parts
were left inside at that time, and wasn’t completely cleaned out. A new filter was put in, and no new parts
have been found. Simon and Scott are
fine with running it as is, with no other repairs necessary.
Correspondence:
New Business: A. Kevin stated his request for
compensation that will be discussed at a closed session meeting next
month. The board will further discuss at
that time.
All bills paid and approved.
The next meeting will be Tuesday,
October 16th, 2012 at 6:30 pm.
Motion to adjourn the meeting was
made by Simon, seconded by Scott. Motion
carried. Time was 7:56pm.
