Town of West Sweden- Monthly Meeting
June 16. 2015
Meeting was called to order by Simon Nelson at 6:30 pm. Members present
were Glenn Meier and Scott Wilder, supervisors; Brenda Tesch, treasurer, Phyllis
Wilder, clerk and Kevin Taylor, patrolman. Residents present: Mary Schommer and
Walter Schommer. Jeff Brenden of Scott Construction and Jason Pearson of
Fahrner.
Moved the opening of bids to the first thing on the agenda.
The clerk opened the bids: Fahrner bid for Crack sealing $ 42,100.00;
Chip sealing $42,255.57
Scott Construction bid for Crack sealing $23,359.00: Chip sealing $40, 545.00. Discussion with Jeff Brenden and Jason Pearson
regarding the poundage of application on the crack sealing. Simon Nelson made
the motion to accept the Fahrner bid to crack seal, seconded by Glenn Meier,
motion carried. Chip sealing was put on hold at this time.
The minutes to the June meeting were presented by the clerk. The board thanked the clerk for the report. The clerk the board with a budget report.
The financial statement for June was presented by the treasurer. The
board thanked her for the report.
Public input: None
Employee report: Town truck was taken
to Frederic Truck & Trailer getting rear brake job done. Mower tire has
hole in it, will contact Country Tire repair shop. Needs new hip waders’
current ones have dry rot. Hauled three
loads of gravel on 330th where beavers had caused a washout. Kevin
will be on vacation from July 21- July 26.
Old Business:
A. Speed limit request: Walt
Schommer said that there a lot more people than the Schommer’s
concerned about the speed limit on 150th Street. Asked that we check
with Steve Smith of Polk County about form that needs to be filled out.
Phyllis contacted via email the
Wisconsin Town’s Association attorney,
Carol Nawrocki, and stated that
we do need to do the survey, determine
that the reduced speed is warranted, and the adopt an ordinance as per the information provided in Wisconsin
Transportation Bulletin No. 21. A copy of this bulletin was forwarded to all
board members prior to the meeting. When asked about the supposed change that a
Town doesn’t need to a survey done to change the speed limit, Ms. Nawrocki said
she was not aware of such a change and referred us to Wisconsin State Statue
349.11.
Ryan from the Wis. Department of Transportation, Madison office referred
me to Greg Helgeson who is location in Eau Claire and is charge of the
Northwest region. Greg was out of the office until after our meeting.
When the Polk County Sheriff’s Department was contacted, Sgt. Dale Hall
said the township could change the speed limit without a study. Both the state
and the county sheriff’s department do not have machines that record the speed
and number of cars which the survey would require.
New Business:
A. Bids for crack sealing: Moved
to beginning of meeting.
B. Approve liquor licenses: The board approved the issuing of licenses
to The Ridge Eatery and Skol Haus LLC.
Correspondence: Annie Lupo contacted the clerk regarding a road race
on September 19, which would start at the high school and proceed to Coon Lake,
no special permits required.
Georgette Bruns, owner of property at 3189 Polk Ave, inquired about any
permits needed for having an occasional shop at that location until the
property is sold.
Polk County Highway department sent notice that the deadline for 2016
Bridge Aid projects are due by August 1, 2015. No large culverts are in need of
replacement at this time.
The clerk received the report from the August 4, 2015
inspection of the polling place done by the GAB. Updates on handicap
accessibility are to be corrected by July 27, 2015.
All bills approved and paid.
Next meeting will be July 21, at 6:30 pm.
Motion to adjourn was made by Scott, 2nd by Glenn, carried.
