Town of West Sweden- Monthly Meeting
July 21, 2015
Meeting was called to order by Simon Nelson at 6:30 pm. Members present
were Glenn Meier and Scott Wilder, supervisors; Brenda Tesch, treasurer, Phyllis
Wilder, clerk. Residents present: Ken Ruhn, Walter and Mary Schommer; public
Ken Hackett.
The minutes to the June meeting were presented by the clerk. The board thanked the clerk for the report. . Correction to the minutes, it was Terry
Mattson from Scott Construction, not Jeff Breden that attended the meeting in
June.
The financial statement for July was presented by the treasurer. The
board thanked her for the report.
Public input: None
Employee report: Kevin is in
vacation from July 21 to August 7th. Scott Wilder gave the report. Service
man came to fix the mower. Tire fixed on mower at no charge. Soft spots on 160th and 360th
have been fixed, now gravel. Culverts on
310th by Pam Freeze’s are popping up.
Old Business:
A. Speed limit request: Discussion on the proper procedures on
changing the speed limit was discussed. Glenn Meier and Scott Wilder had talked
with Captain Steve Smith. Captain Smith said he has no form to be filled out to
change the speed limit without a study and that we should follow the state
statues.
Phyllis Wilder had been in contact with Greg Helegson,
Traffic Safety Engineer and presented a copy of the email that she had received
from him outlining the requirements that need to be followed.
Walter Schommer said that he had talked with Jim
Beistle, chairman from the Town of St Croix Falls and he stated that their town
did not do the study when they changed their township to 45 m.p.h.
As the board has been advised by the Wisconsin Towns
Association lawyers and by the Wis DOT that a study should be done and then
adopt an ordinance if the study indicates that it would be the appropriate to
change the speed limit is the way to proceed to insure that we are following the
state statues 346.57(4) and 349.11 (1)(a). Scott
Wilder made the motion to contact the Polk County Highway Department to have a
speed study done on 150th from 350th to 360th.
Glenn Meier added to the motion that a driveway study been done as well. Simon
Nelson seconded the motion, carried.
B. Status of crack sealing: No new updates. Ken Ruhn questioned the
difference in bids, he reviewed the actual bids.
New Business:
A. Sub division: Ken Hackett is
selling the trailer house and shed with 6 acres that has existing driveway on
1735 350th Ave/Cty Rd W. Glenn Meier made the motion to approve the
division, Scott Wilder seconded, carried.
B. Sub division for driveways ordinance: Phyllis had talked with Greg
Helgeson from the Wis DOT regarding driveway access on to our roads as there
are getting to be more sub division occurring in the township. His
recommendation is look at creating an ordinance limiting the number of
driveways coming onto the roadways. The concerns are for the safety of both the
landowner and the vehicle traffic.
Correspondence: Town’s Association meeting, Thursday, July 23 at 7 pm
at the Polk County Government Center; two workshops available for Urban Tree
Identification and Selection Course and Invasive Plant & Earthworm
Identification & Management, September 17th.
All bills approved and paid.
Next meeting will be August 18, at 6:30 pm.
Motion to adjourn was made by Scott, 2nd by Glenn, carried.
